At what point does a lie covered in secrecy become so big that it can no longer be contained ? Or a conspiracy theory become conspiracy fact?

In order to assist you the reader in better understanding where my motivation comes from I wanted to display the definition of the word deception:

Deception,

beguilement, deceit, bluff, mystification, bad faith, and subterfuge are acts to propagate beliefs that are not true, or not the whole truth (as in half-truths or omission). Deception can involve dissimulation, propaganda, and sleight of hand. It can employ distraction, camouflage or concealment.

Combined with this word we see the word Amuk which pertains to being out of control, not lacking and an abundance of.
